When he says "Throw your ones up in the air" he's referring to the term, "Make it rain" which is when you throw money in the air, as if the dollars were droplets of water. So when he says "throw your ones up in the air, cause the ones you throw will get her out of Houstalantavegas", he means to make it rain on her drunken parade through turning the literal meaning of a metaphor he referenced into another metaphor.
